Following his tenure with DHHS, Mr. Shears applied his skills to market analysis and strategic planning for new healthcare products and manufacturing technologies entering domestic or international markets.

In his personal life, Mr. Shears engages in community service for individuals with physical and mental health disabilities, and supports recovery programs related to the substance abuse epidemic affecting his region of the U.S.

Based on his substantial experience in private, public and voluntary sector programs, Mr. Shears developed the People Chemistry organizational behavior (OB) model as a consensus building tool to enhance project/management team efficiency and mission success. OB experts have recognized the significant value that Mr. Shears’ model contributes to this vital field, as well as its potential in broader societal development applications. Mr. Shears now leads the research and development of the People Chemistry model’s applications, as well as its use as a training and consulting resource for company clients.
